What eBay changed
eBay's help page now says Ship with eBay covers Buy It Now listings of $500 or less from individual sellers whose items sit in the US. Auctions, Authenticity Guarantee listings, bulky items and eBay Standard Envelope listings are excluded. Covered categories are Collectibles, Fashion, Electronics, Lifestyle, Parts and Accessories, Home and Garden, Business and Industrial, and Media. Value Added Resource compared the page with a version dated September 25, which capped eligibility at $200, and found that Seller Hub and eBay International Shipping users are no longer automatically excluded. Accounts registered as a business, or using business policies, remain out.
Enrollment is automatic. eBay estimates package size and weight and attaches a prepaid label. If the buyer pays shipping, eBay collects it and pays the carrier. If you offer free shipping, the label cost shown at listing is taken from your earnings after the sale. Final value fees are charged on the full amount the buyer paid, including shipping and sales tax.
The new drop-off option and the Q4 test
The help page adds a third drop-off choice beside USPS and FedEx: local businesses in select US cities. Those points take packages up to 25 lb and 2.4 cubic feet, against 70 lb for USPS and FedEx. If no eBay drop-off point is convenient, eBay says you can cancel the transaction. On the October 28 Q3 call, CEO Jamie Iannone said eBay will test seller drop-off in several large US metro areas in Q4, to learn whether more choice and cheaper delivery lift listing activity and conversion. eBay has not named the cities or partners. The same call said managed shipping is now rolled out to all new and reactivated US listers and cut listing time by a double-digit percentage.

The part most coverage misses: protection did not move with the price
Value Added Resource notes that eBay's managed shipping terms still carried a September 21 date when it checked, limiting eligibility to fashion items at $200 or less and capping lost or damaged shipment cover at the lesser of the purchase price or $200. It is not clear whether eBay covers the new $201 to $500 band in practice. On the October 28 call, eBay said transaction losses as a share of revenue fell for a second straight quarter as it tuned its shipping programs. Until the terms are updated, assume the published $200 cap is what you can rely on.
Sellers report their policies being overridden
One seller on the eBay Community forum reported prepaid labels on listings that used business policies, including a FedEx label where they had no FedEx policy, and estimated about 90% of listings created in the last two weeks of September were affected. Revise in desktop Seller Hub restored their settings, but the mobile Sell Similar flow brought the problem back. Another seller posted an app warning that Simple Delivery will override the domestic shipping policy. eBay support reportedly told the first seller the program should not have applied. As of October 30 no fix had been announced, and the number of affected accounts is unknown.
So what: the money and risk math
Three costs follow. First, if you ship on your own label instead, eBay keeps the prepaid label cost on free shipping orders and the protection no longer applies, so you pay twice. Second, eBay's estimated size and weight sets the label; a wrong estimate can bring extra carrier charges. Third, a lost item above $200 may only be covered to $200 under the published terms.
Ship with eBay check, this week
- Find prepaid labels you did not choose
- Revise listings made with Sell Similar
- Weigh 10 items against eBay estimates
- Insure items from $201 to $500
- Confirm business account status
- Screenshot policies and open a ticket
Worked example with illustrative numbers
These numbers are invented to show the arithmetic. An individual seller lists a used camera lens at $450 Buy It Now with free shipping. eBay attaches a $12 prepaid label. The seller packs it in a sturdier box and ships on their own $14 label instead, so shipping costs $26, not $12, and the order loses eBay's shipping protection. If the seller keeps the prepaid label and the parcel is lost, the published terms cover the lesser of $450 or $200, leaving $250 at risk unless eBay confirms wider cover. Across 20 such orders a month, using the wrong label adds $280 in cost.
What sellers should do this week
- Account owner: open the Shipping labels page in My eBay and list every order since late September with a prepaid label you did not choose. Metric: count of unexpected labels.
- Lister: create new listings on desktop Seller Hub, and after any Sell Similar on the app, open Revise and confirm your business policy. Metric: zero new listings with Ship with eBay you did not intend.
- Shipping lead: compare eBay's estimated weight and dimensions with your scale for 10 items. Metric: estimate within your carrier's weight band.
- Finance: for items priced $201 to $500, decide whether to add your own insurance until eBay updates its shipping terms. Metric: no uninsured exposure above $200 per order.
- Owner: if overrides continue, open a ticket and keep screenshots of the selected policy. Metric: ticket number and eBay's written answer on file.
- Business sellers: confirm your account is registered as a business so the exclusion applies. Metric: business status shown in account settings.
When this does not apply
Business-registered accounts using business policies are excluded by eBay's rules, so the risk there is the reported override bug, not the program. Auction listings, items outside the US, bulky goods and Authenticity Guarantee items are out of scope. If you sell mostly under $200 and already like prepaid labels, the change adds little beyond the new drop-off points.
