What Amazon is changing on October 31
beBOLD Digital reported on October 13 that Amazon was notifying sellers about the move, and Novadata, ARMR and SellerVine have since covered the same date. We found no public Amazon announcement, so the October 31 date rests on those reports and on individual seller notices. The number of ASINs, the categories involved and the marketplaces in scope are not public, SellerVine says.
The mechanism itself is on Amazon's own pricing page, which warns that a product's fee category may not match the category shown to customers. Referral rates follow the fee category. Reports add that closing, FBA fulfillment and FBA returns processing fees can use it for some product types, and FBM sellers are in scope because they pay referral fees too.
Why a quiet reclassification can cost real money
Rates differ widely between neighbouring categories. On Amazon's published schedule, Consumer Electronics pays 8% while Home and Kitchen and Pet Supplies pay 15%. Some categories are tiered: Beauty, Health and Personal Care pays 8% at $10 or less and 15% above that, so a price change can matter as much as a category change.
SellerLegend documented how narrow the line can be. USB Wi-Fi adapters were charged 15% under Electronics Accessories from November 2025, while the seller argued Computers at 8% applied. Same product, same page, seven points of the sale price at stake. Amazon says ASINs are continually audited, so this is not a one-time event.

So what: the fee moves, but your bid rules do not
Most coverage stops at the fee. The bigger risk is advertising. Break-even ACoS is your margin before ads, so every point of extra referral fee removes a point of allowable ACoS. Any target set in September is now wrong for a flagged ASIN, and it stays wrong through the highest CPC weeks of the year unless someone changes it. Run the new numbers in our break-even ACoS calculator, and stack them with the holiday peak fulfillment fee already in effect.
Worked example with illustrative numbers
These numbers are invented to show the math. Take a $35 product with $9 of product cost and $6.50 of FBA and inbound cost. At an 8% referral fee of $2.80, contribution before ads is $16.70, or 47.7%. At 15%, the fee is $5.25, contribution falls to $14.25 and break-even ACoS falls to 40.7%.
The difference is $2.45 a unit, or $2,450 on 1,000 units. Now look at an ad order at 45% ACoS, which costs $15.75 in ads. Under the old fee it earned $0.95. Under the new fee it loses $1.50. Nothing changed in the campaign, yet a profitable keyword is now losing money. Model your own SKUs with the Amazon profit calculator.
What sellers should do
Do this today if you sell in fee-sensitive categories, and in this order.
- Finance or the account lead: download the Fee Preview report in Seller Central for each marketplace and filter for rows where the upcoming category differs from the current one. Metric: a complete list of flagged ASINs.
- Finance: rank flagged ASINs by dollars at risk, which is units times fee change, not by unit count. Metric: the top 10 ASINs cover most of the exposure.
- PPC manager: reset target ACoS on each flagged ASIN in your bid rules or in Amazon PPC management settings before Black Friday week. Metric: blended ACoS at or under the new break-even.
- Brand manager: review planned deal and coupon depth, because a discount that worked at the old fee may now sell at a loss. Metric: contribution per unit after the deal.
- Catalog owner: if a category looks wrong, open a Selling Partner Support case with the ASIN, current and proposed category, attributes and the matching fee category guideline. Metric: Fee Preview shows the corrected category.
- Finance: after settlement, compare charged referral fees with the expected rate, and file a separate claim for wrong charges. Reports say Amazon takes one claim per charge and the appeal decision is final, so send the full evidence once. Metric: refunded amount on the transaction report.
- Account lead: repeat the Fee Preview check monthly, since audits continue. Metric: no surprise fee lines in the P&L.
Do this before Black Friday
- Pull Fee Preview by marketplace
- Filter for changed categories
- Rank ASINs by dollars at risk
- Reset target ACoS
- Recheck deal depth
- Dispute wrong categories with evidence
When this does not apply
If Fee Preview shows no upcoming change on your ASINs, this round does not touch you, though later audits still can. A dispute is also a poor use of time if your listing attributes really do fit the new category. Fix bad attributes first, and otherwise price the new fee in. If your ASIN sits in a tiered category, test whether a small price move lands in a cheaper tier before you discount.
Where PPC Spider helps
We set target ACoS from product margin after fees, so a fee change should flow straight into bids. See our Amazon FBA fees guide and Amazon fee changes for 2026 for the full fee picture, follow the Amazon FBA news channel, or get a free Amazon audit of your margins before peak.
