What USPS announced on October 26
USPS published a Fuel Surcharge Implementation FAQ on its PostalPro site dated October 26, 2026, saying it is creating a fuel surcharge for competitively priced packages. Supply Chain Dive reported the same day that the fee starts in January 2027 and covers domestic shipments only.
The surcharge is a percentage of base postage and is recalculated every week. According to Value Added Resource, which reviewed the FAQ, it applies to retail and commercial prices, including applicable return services, and is calculated on base postage only, not on extra services or nonstandard fees.
- Ground Advantage and Parcel Select: tied to diesel prices from the US Energy Information Administration (EIA)
- Priority Mail and Priority Mail Express: tied to EIA jet fuel prices
- New percentages published 3 to 5 days ahead for diesel products and 3 to 4 days ahead for jet fuel products
- Updates sent electronically, including by API, with historical data posted publicly

What USPS has not said yet
The starting percentages and the formulas behind them have not been released. Value Added Resource noted the FAQ does not say whether weekly changes will have a floor or a cap. Supply Chain Dive reported that negotiated contracts may have customized language on whether the surcharge applies, so sellers on discounted contract rates should check with their carrier software or USPS account manager.
USPS also said postage and fees must be correct at the time of mailing, so a label carrying an old surcharge amount could be subject to postage due.

How this fits with the 8% increase already in place
In April, USPS added a temporary 8% price increase on several package services, effective April 26, 2026 and set to expire January 17, 2027. USPS called that increase a bridge to a permanent mechanism. The weekly surcharge looks like that mechanism, and it moves USPS closer to FedEx and UPS, which already charge fuel surcharges linked to diesel and jet fuel prices.
Supply Chain Dive reported that package revenue rose 7.7% year over year in fiscal Q3 while volume fell 3.4%, and USPS still posted a net loss, so further price pressure is likely.
Why this matters for marketplace sellers
USPS Ground Advantage is the default service for many small parcels sold through Amazon merchant fulfillment, eBay, Etsy and Walmart. A surcharge that changes weekly makes free shipping thresholds and flat shipping charges harder to price, especially on low-priced items.
It also lands on top of other seller-fulfilled changes this winter, such as Amazon's rule that US returns on seller-fulfilled orders need a prepaid label from December 18, which we covered in our prepaid return labels report. Return labels count too, since the surcharge covers applicable return services. If you are weighing whether to keep shipping yourself, our FBA vs FBM guide and Amazon FBA fees breakdown show the cost tradeoffs.
What sellers should do
You have roughly two months before the first weekly rate takes effect. Use them to build some slack into your shipping math.
- Pull your last 90 days of USPS labels and see what share of revenue goes to Ground Advantage and Priority Mail
- Add a fuel buffer to flat shipping charges and free shipping thresholds rather than pricing to the cent
- Check that your label software pulls live USPS rates by API so labels carry the current surcharge
- Ask your shipping platform or USPS rep whether your negotiated rates include a fuel surcharge clause
- Compare UPS, FedEx and FBA costs for your heaviest SKUs once USPS publishes the first percentages
Seller checklist before January
- Audit 90 days of USPS label spend
- Add a fuel buffer to shipping charges
- Confirm labels use live USPS rates
- Check negotiated rate terms
- Compare UPS, FedEx and FBA for heavy SKUs
