Key takeaways

  • UPS daily rates rise an average net 5.9% on December 21, 2026, two weeks before FedEx.
  • The Ground residential surcharge rises 9.2% to $7.10, so a home delivery parcel can rise more than the headline.
  • Additional Handling parcels under 50 lb now bill at 50 lb, so check carton sizes first.

What changes, and when

UPS has spread this over three dates. The first arrives on Monday, so the calendar matters as much as the percentage. Most changes land on December 21, four days before Christmas, which means the last parcels of peak can ship on the new tariff.

  • November 2, 2026: fuel surcharge tables change for Ground, Ground Saver and domestic Air. TransImpact puts the rise at up to 0.5%
  • December 21, 2026: average net 5.9% on daily rates, new surcharges, new zone and Area Surcharge ZIP lists
  • December 21, 2026: Additional Handling minimum billable weight moves from 40 lb to 50 lb
  • On or after December 21, 2026: a new origin surge fee on Ground and Ground Saver from certain origin ZIP codes, for Qualified customers
  • January 4, 2027: $5 per package on paper air shipping documents, $10 on paper Ground or 3 Day Select documents

The number the headline misses: home delivery

The 5.9% covers base rates. Surcharges move faster, and D2C and seller-fulfilled brands pay them on almost every order. D'Arrigo Consulting's breakdown of UPS list amounts shows the Ground residential surcharge going from $6.50 to $7.10, up 9.2%, and Air from $7.00 to $7.60, up 8.6%. FedEx's residential charge goes from $6.95 to $7.35 a month later, about 5.8%, so UPS's list charge rises faster but stays cheaper on Ground.

Light parcels also beat the average. TransImpact reports Ground packages of 1 to 5 lb rising 6.13% on average across zones 2 to 8, and the Ground minimum charge moving from $11.99 to $12.70. Bulky goods take the worst of it: the commercial Large Package Surcharge rises 13.96% on average, and Additional Handling about 8.9%.

UPS's sharper move is the weight floor. A 30 lb Additional Handling parcel billed at 40 lb today bills at 50 lb from December 21. That is 25% more billable weight before any rate rise, and it does not appear in the 5.9%.

So what: the math on one parcel

Example with illustrative numbers: a brand ships 3,000 Ground residential parcels a month at a $12.00 base rate, paying the full $6.50 surcharge, so $18.50 a parcel. A 5.9% rise adds $0.71 to the base and the surcharge adds $0.60. The parcel now costs $19.81, up $1.31 or 7.1%, not 5.9%. Over a year that is $47,160.

On a $30 order, $1.31 is 4.4 points of revenue. If your margin after ads is 10%, that is close to half of it gone on orders where you pay shipping. Check this against your own numbers in our Amazon profit calculator. Negotiated contracts will change the figures, but percentage discounts shrink in value less than fixed dollar concessions do, because fixed amounts do not move when list prices do.

What sellers should do before December 21

Sort this by who owns it, and do it in order. Fuel moves first, the rest follow.

  • Finance: pull the last 90 days of UPS invoices and split spend by base, residential, fuel and handling. Metric: true cost per parcel by service.
  • Operations: count Additional Handling parcels under 50 lb and test smaller cartons before December 21. Metric: share of parcels with Additional Handling.
  • Operations: check your ship from ZIP codes against UPS's surge fee list when it is published. It was not posted as of October 30. Metric: parcels exposed.
  • Operations: stop paper shipping documents before January 4 at UPS and January 18 at FedEx. Metric: zero paper fees on the January invoice.
  • Ecommerce lead: compare UPS against FedEx and USPS on your top three lanes, and read our USPS weekly fuel surcharge report. Metric: blended cost per parcel.
  • Pricing owner: move your free shipping threshold or shipping template if cost per parcel rises more than your margin can hold. Metric: contribution margin per order.
  • Amazon manager: if you ship seller-fulfilled, rerun the FBA vs FBM math on your heaviest ASINs. Metric: fulfilment cost as a share of price.

When this does not apply

FBA-only brands do not pay these UPS list rates on customer orders, since they pay Amazon's FBA fees instead. Large shippers with custom agreements should read their contract first, because Gooding Supply Chain Advisors notes that agreements effective before December 21 roll onto the 2027 tariff that day. Commercial-only B2B shippers miss the residential charge but not the Delivery Area or Additional Handling changes. And all surcharge figures here are list amounts reported by consultancies; your agreement may discount them, and UPS's own rate guide on December 21 is the final word.

Where PPC Spider fits

Shipping rises hit ad targets directly, because a target ACoS set before the increase is too high after it. Our Amazon account management team sets targets from margin after fees, and a free Amazon audit will show which products lose money at the new cost.
