Why beauty listings get flagged
Amazon checks beauty listings for disease claims, unapproved drug claims, banned ingredients, hazmat data and mismatches between the listing and the label. Automated checks scan titles, bullets, descriptions, images and backend keywords, so one word can suppress an ASIN. Some beauty products and brands also need approval before you can list them; Seller Central shows this when you add the product. Our Amazon restricted categories guide explains approvals.
- Disease or drug claims on a cosmetic
- Claims of FDA approval, or use of the FDA logo
- Listing details that do not match the label
- Missing safety data sheet for hazmat items
- Tester or not for retail sale wording
Cosmetic or drug: the line that decides everything
The FDA classifies a product by its intended use, judged from label claims, advertising and listing copy, consumer perception and ingredients with known therapeutic uses. A product that cleanses, beautifies or changes appearance is a cosmetic. A product intended to treat or prevent disease, or to affect the structure or function of the body, is a drug, or both a drug and a cosmetic.
The FDA gives examples. An antidandruff shampoo is both a cosmetic and a drug. A deodorant that is also an antiperspirant is both. Moisturisers and makeup with sun protection claims are both, and sunscreens fall under the OTC drug monograph system. Acne treatments are drugs. Claims such as regenerating cells or reducing cellulite make a product a drug even if it is sold as a cosmetic. Cosmeceutical has no legal meaning.
Cosmetic or drug claim?
| Cosmetic wording | Drug wording | |
|---|---|---|
| Skin | Looks smoother | Treats eczema |
| Acne | Cleanses pores | Clears acne |
| Hair | Fuller looking hair | Regrows hair |
| Sun | No SPF claim | SPF 30 protection |
| Ageing | Wrinkles look reduced | Regenerates cells |
Suppressed listings, stranded inventory, policy notifications, cases that never close. One ticket, one owner, resolved to the end, or a retainer that stops the next one early.
Restricted claims to remove from beauty copy
If your product is sold as a cosmetic, keep its copy to appearance, feel and cleansing. Third party summaries of Amazon's guidance say listings may not claim to treat, cure or alleviate disease without FDA approval, may not claim FDA approval the product does not have, and may not use terms such as tester or not for retail sale. Environmental claims such as eco friendly need to follow the FTC Green Guides.
- Avoid: treats acne, eczema, psoriasis, rosacea or hair loss
- Avoid: heals, cures, repairs damaged cells, anti inflammatory
- Avoid: FDA approved, FDA registered as a selling point, FDA logo
- Avoid: regrows hair, boosts collagen production in the body
- Use instead: smooths, softens, hydrates, looks brighter, feels firmer
What MoCRA requires of beauty brands
The Modernization of Cosmetics Regulation Act of 2022 gave the FDA new powers over cosmetics. According to the FDA, responsible persons must report serious adverse events within 15 business days, list each marketed cosmetic product with its ingredients and update listings annually, and keep records that substantiate product safety. Manufacturers and processors must register their facilities and renew every two years.
The FDA must also set good manufacturing practice rules and fragrance allergen labeling requirements; a GMP draft guidance is available. Certain small businesses are exempt from GMP, registration and listing, but not for products that contact the eye's mucous membrane, are injected, are for internal use or alter appearance for more than 24 hours. Amazon may not ask for MoCRA paperwork on every ASIN, but your compliance file should be ready if it does.
Documents to keep on file
Amazon and its compliance checks can ask for evidence at any time, and a fast, complete response is often the difference between a short suppression and a long one.
- Final label artwork with full ingredient list
- Safety substantiation records under MoCRA
- FDA product listing and facility registration details where required
- Safety data sheet for hazmat items such as aerosols, nail polish, essential oils
- Test reports for claims you make, such as SPF or dermatologist tested
- Invoices from the brand or authorised distributor for resellers
Hazmat and expiration dates
Many beauty products are dangerous goods: hairspray, spray deodorant, nail polish, aftershave and essential oils are common examples. Amazon reviews them before they can be stored or sold through FBA and may request a safety data sheet or exemption sheet. Our Amazon hazmat guide explains the review.
Topicals with an expiry date also fall under Amazon's FBA expiration dated product rules, which require enough remaining shelf life when units arrive. Check the current minimums in Seller Central before you ship, and print dates in a format Amazon accepts.
Copywriting do's and don'ts for beauty listings
Compliant copy can still sell. Describe what the shopper will see and feel, back specific claims with tests, and keep every statement consistent with the label and images.
- Do: describe results as appearance, such as visibly smoother skin
- Do: name key ingredients and what they do cosmetically
- Do: state test results only if you hold the report
- Don't: name diseases or medical conditions
- Don't: use before and after images that imply medical results
- Don't: put restricted terms in backend keywords

What to do if a beauty listing is suppressed
Open Account Health and the listing's issue detail to see which policy was cited. Fix the copy or provide the document requested, then submit for review. If the product is genuinely a drug, such as a sunscreen or acne treatment, it must meet drug rules, not just cosmetic ones. Our Amazon listing reinstatement guide covers appeals.
