What the TikTok Shop gambling policy says
The policy, published in TikTok Shop's US Seller Academy, applies to both sellers and creators. It defines gambling as any game or activity where users give money or anything of value for a chance to win a prize, and it covers livestreams and videos alike. The page carries an update date of November 3, 2026. It does not include a changelog, so we cannot say which lines changed on that day. PPC Land first reported the policy in early June 2026.
Two rules matter most for brands. First, any mechanic where a buyer pays before knowing which item or gift they get through chance is banned: blind grabs, lucky scoops, spin wheels, scratchers and secret mystery prizes. Second, free giveaways are allowed only through TikTok Shop's official LIVE Giveaway tool, must be free to enter, and cannot use a wheel, draw or game to pick winners or gifts.
- Banned casino-style items: roulette, slot machines, claw machines, wagers, lotteries, raffles
- Banned gamification: oyster openings, sweepstakes entries, lucky spins, wheels or draws, lucky scoops
- Banned in LIVE: playing claw or bingo games for viewers, or picking winners with an offline or unofficial randomizer
- TikTok's own banned example: buyers who spend $20 are entered into a lucky draw
- Also banned: first customer wins a free candle with their purchase
The 8 card break formats that are banned
Breaks, where a sealed pack, box or case is opened on LIVE and the contents go to paying buyers, are allowed only for approved sellers with a Shop Performance Score of at least 2.5 who complete the Qualification Center process. Only trading cards and memorabilia qualify, breaks must run in the US, and products must be sealed and unmodified before the break.
Four break types are allowed: personal breaks, pick your team or type breaks, pull til you win breaks (the listing must show the minimum pack guarantee) and case breaks. TikTok lists eight prohibited formats and calls them non-exhaustive examples. Random team breaks are allowed only through TikTok's Surprise Set feature for eligible sellers. Sellers also cannot promise value floors, averages or ranges, or describe a break as a jackpot or an investment.
- Random team break (except through Surprise Set)
- Draft-style break
- Bounties break
- Pull games break
- Points program break
- Train game
- King of the Hill
- HP Battle

What is still allowed for holiday promos
The surprise for most brands is how much remains open. A guaranteed gift with every purchase is fine, and TikTok's own example is a free candle with every order. Buy one get one and similar purchase offers are allowed if they are clearly listed. Live bidding is allowed through the LIVE Auction feature with its built-in timer. Blind boxes are allowed in standard listings, and brand-origin blind boxes from brands TikTok has identified can use temp listings; self-assembled blind boxes cannot.
So what: the line is chance, not generosity. You can give away the same gift budget, as long as every qualifying buyer gets it or winners come from the official giveaway tool with free entry.

What breaking the rule can cost
The policy lists the enforcement actions: points deducted from your Account Health Rating, product listings removed, selling access revoked, temp listing permission revoked, refunds issued to customers and features removed. It does not give point values. Our TikTok Shop account health guide explains how those points add up, and our earlier report on the TikTok Shop seller enforcement policy covers the wider rules.
The money math is simple. A brand doing $8,000 a day on LIVE during Black Friday week that loses three days of LIVE features or listings gives up about $24,000 in sales, before any forced refunds on orders tied to the banned promo.
A worked example, with illustrative numbers
For example, a candle brand plans a Black Friday LIVE: "spend $50 and spin the wheel for a mystery gift." It expects 400 orders over $50 and has budgeted a $4 cost per gift, or $1,600. Under the policy that wheel is banned. The compliant swap is a guaranteed $4 mini candle with every order over $50, which costs the same $1,600 if 400 orders qualify. If the brand wants a headline prize, it can add one free-to-enter draw through the LIVE Giveaway tool, say a $150 gift set, for a total promo cost of $1,750. These numbers are illustrative; use your own order forecast and gift cost.
What sellers should do now
Black Friday falls on November 27, 2026, so most holiday LIVE scripts are already written. Check them against the TikTok Shop requirements and the TikTok Shop Black Friday 2026 dates now.
- LIVE host or brand manager: read every holiday LIVE script and remove spin wheels, lucky draws, mystery prizes and "first buyer wins" lines. Metric: zero policy warnings in Seller Center during the event.
- Promotions owner: rebuild chance-based offers as guaranteed gifts with purchase or clearly listed buy one get one deals. Metric: promo conversion rate against last year's LIVE.
- Affiliate manager: send the banned list to every creator in your affiliate program, since the rule covers creators too. Metric: creator content flagged for policy, target zero.
- Collectibles sellers: confirm your Shop Performance Score is at least 2.5 and that break listings show the pack guarantee. Metric: break listings approved in the Qualification Center.
- Account owner: check Account Health in Seller Center daily during Black Friday week. Metric: no new deductions.
- Giveaway owner: run any free prize only through the LIVE Giveaway tool, free to enter. Metric: giveaway entries and follower gain per LIVE.
When this does not apply
If you sell only through standard listings and never run LIVE promos, giveaways or breaks, this policy changes nothing for you. The policy page shows an update date but not what changed, and some secondary reports describe exceptions for invited sellers that we could not find in TikTok's text, so treat the Seller Academy page as the final word and recheck it before each event.
